Enabling Retroactive Blackouts makes this feature available to regular Enterprise Manager administrators. Retroactive Blackouts can only be enabled by a Super Administrator.
To enable Retroactive Blackouts:
From the Enterprise Manager Console, click Setup.
Click Blackouts in the side bar.
From the Related Links area, click Retroactive Blackout Configuration.
From the Retroactive Blackout Configuration page, select Enable Retroactive Blackout feature.
Click OK.
