If you want to monitor targets, you must install an Oracle Management Agent on each host computer where the targets are located.
The Oracle Management Agent gathers information about the host computer and identifies and gathers information about the targets installed on the host computer. At periodic intervals, the Oracle Management Agent sends management information about the targets to the Oracle Management Service.

The Oracle Management Agent is also responsible for managing and maintaining the host and the products installed on the host.
