You can view the all administrative functions from the Setup tab if you are a Super Administrator or have the VIEW_ANY_TARGET or EM_MONITOR privilege granted to you.
The MONITOR ENTERPRISE MANAGER system privilege is a combination of the view target privilege on the Management Repository database and view target privilege on all Oracle Management Agents.

| View Target privilege on the Management Repository database | Administrator can only see the Management Services and Repository Operations subtabs of the Management System primary tab. The administrator will not be able to see the Agents subtab. |
| View Target privilege on Oracle Management Agents | Administrator can only see the Agents subtab of the Management System primary tab. He can only see the Oracle Management Agents for which he has view privilege. He will not be able to see any other subtabs. |
