A non-privileged user, within the context of notifications, is an Enterprise Manager administrator that can perform the following tasks:

create a notification rule
edit a notification rule created by this Enterprise Manager administrator only
delete a notification rule created by this Enterprise Manager administrator only
choose to receive e-mail for rules created by this Enterprise Manager administrator
choose to receive e-mail for public rules created by other Enterprise Manager administrators
choose to send an SNMP trap to an SNMP master agent configured by the privileged Enterprise Manager administrator
view rule details of public rules created by other Enterprise Manager administrators
